Jira Cloud for Intercom shows degraded performance

On 23rd October, 09:00 AM - 12:00 PM UTC, Jira Cloud for Intercom showed degraded performance whereby requests for a subset of customers timed out or did not reach the app servers. During this period, some Intercom teammates using the Jira Cloud integration in Intercom experienced a slow response rate or a completely unavailable app.

Based on our investigation, this was caused by the following incident with our Cloud provider, Google Cloud:

At around 12:00 PM UTC, upon completion of Google Cloud's mitigation works, the service recovered and started to operate normally again.
